After you have your Free Row Lot Deed from completing the Outskirts Quests,
You can claim a Row Lot House in Many Player Owned Towns.
Click on the stone in front of a Row lot in a Player Owned Town & if it says “unclaimed”-Claim Lot, it can be yours.

    Click on "Claim Lot."

You must have the Row Lot Deed in your inventory.

Click on the Deed to highlight it,
    ThenClaim Lot

You will get this Message Box, explaining Taxes.
Row Lots cost 250gold per day in Tax.
(Further on, I will explain how to easily fund your Taxes, without killing or selling anything)

    Click on Claim”.

This message explains the conditions of living in a Player Run Town.
You are unlikely to be evicted by a Town Governor if you don’t cause any dramas for the Town.

    Click “Claim

Note: In the highly unlikely event that you are evicted,
your Row Lot Deed & everything you placed inside the Row House, will be sent to your Bank. You will not lose anything!

    CONGRATULATIONS!
You are now a Property Owner in Shroud!!!!

You automatically get a 13-day grace period, to allow you to get some gold, to pay your Taxes.
    But don’t delay!
You will need to get some gold & pay your Taxes so you can keep your new house.

HOW TO GET “EASY” GOLD TO PAY YOUR ROW HOUSE TAXES.

MEETING TOWN CRIERS in each NEW Town you visit for 100 gold.

The First way to get an easy 100 Gold, is to “Say Hello” to every NEW Town Crier you meet in Towns.
The first time you “meet” them, you will get the 100 gold. It all adds up!

VISIT THE ORACLE DAILY for 500 gold

The Second way to get an easy 500 gold & 1,000 XP EVERY DAY, is to visit the Oracle once a day
(in any Town that has an Oracle Tower)
Many Player Owned Towns have an Oracle Tower, as Well as some of the Player Run Towns.
They always look like this, no matter where they are….

Go inside & click on the Oracle & type….. test

When asked this question, you can answer Yes or No.
As you are a New Avatar, & likely to have been of Good Virtue so far,

    Click… Yes

You will now have your 500 gold
(which is 2 days Tax for a Row Lot House)

HOW TO ADD CREDIT TOWARDS YOUR HOUSE TAX.

To Pay the House Tax, go to the Window Selector &
    Click on “Lot Deeds

In my case, I now have 700gold (500gp from Oracle & 2 x 100gp from meeting New Town Criers)

Click “Add Credit” & add 700gp & Click Okay

I now have 700gp Tax Credit

Tax is 250gp per day, so right now I can only afford 2 days Tax.
Enter 2 (days) & Click Okay

With the 13 days “grace period” plus my 500gp (2 days) payment, my Row House is paid up for 15 days.
I still have 200gp Tax Credit available

You can add more Tax Credits when you have more gold & pay as far ahead as you like.

WARNING: YOUR HOUSE HAS ONLY 12 DAYS OF TAXES PAID REMAINING!

If your Taxes get down to 12 days remaining,
you will get an “real-life” email (NOT an in-game Mail)
from the “Housing Authority of New Britannia” in your Inbox, advising you that you need to pay your House Tax.

If you do not pay your house tax in time,
your Row Lot Deed & everything you placed inside the Row House, will be sent to your Bank.
The Tax Credit, remains “attached to the Deed” & can be used when you next claim a Row House.
    You will not lose anything!

MOVING TO A NEW TOWN (NO COST INVOLVED)

If you decide you would like to move to another Town,
you can unclaim your Row Lot.

Your Row Lot Deed will go into your inventory & everything you placed inside the Row House, will be sent to your Bank.

The Tax Credit, remains “attached to the Deed” & can be used when you next claim a Row House.

    Click unclaim.

Your Row Lot Deed will be in your inventory
& the house contents will be in your bank.

When you find a new claimable Row Lot that you want, make sure you have the Row Lot Deed in your inventory & repeat the steps above to claim your new home.

Have Fun & Safe Journeys in your New Adventure!

    To clarify:

Towns can be either player-owned (POTs), player-run (PRTs) or NPC towns. You can NOT be evicted from a player-run town, as they don't have governors.

@Synergy Blaize, it would be great if you could include some information about trends and common customs in how POT governors use restricted lots. That's one thing that's been bothering me -- if a lot is technically available, does that mean the governor actually welcomes strangers moving in or do they want people to check in with them first? If a lot is reserved/restricted, does that mean no new residents are welcome or does it just mean "mail the governor and ask?" Obviously, there's no guarantee that a particular governor will follow a particular trend, but an established player base does tend to develop a norm-setting culture for various things. If there's a norm around the housing, it would definitely help new players to know it!

I will have to check on your question with the Governor of my POT & get his point of view.
Also, it was pretty time-consuming putting together my original post.
My initial goal was to create a step-by-step guide to explain the basics for New players claiming their first home, without complicating it too much.

I don't use steam, so I don't know how to or where to post.
