1019: Charging during cooldown limits max charge.

    Title: 1019: Charging during cooldown limits max charge.
    Reproduction Rate: Easy
    Blocker? No
    Details: Use a skill like rend. While it is losing heat, charge it up. In my case, initial rend can charge to 6, a rend charging on cooldown can only charge to 5 when all heat has expired still as of this patch. Previously, when heat cooldown was complete, the 6th tick would click into place.
    Steps to Reproduce: Charge a 6 tick rend. Release it, charge another rend beyond heat cooldown and notice it stops at 5.

    Noticed this too.

    To help explain, use a skill so that it currently has some heat. Start charging up that skill and keep holding the hotkey until the cooldown has expired and note that the skill will never reach it's max charge.

    Please fix this, it slow down combat a lot and it's not fun at all.

    Its just a glitch on the number showed, it wasnt showing numbers at release at all. I just tryed it and even at 5 the damage is the same as a 6

    I can confirm this as well (with dodge and evasion too). It's really really annoying.

    So why has this change been implemented?
    Did anyone mention it was an issue?

    This is feeling like a Stealth Nerf that nobody asked for and no explanation provided as to the current change?

    It's a bug. It's just really hard to get the devs attention these days for pretty much any issue. Sometimes I think that most of them have me on ignore.

    This thread isn't about timing of how long it takes to charge. This bug is about the fact that Heat is not properly resetting. For example in R67 you could do this:

    Stack X glyph to 6. Cast it. Start charging the glyph again (so it charges up to 5). Keep charging the glyph while the timer goes down.. once the timer is done, the stack would increase all the way back up to 6 (and the counter would increase to 6).

    In R68 if you do this, the counter stays at 5, it never increases to 6, unless you cancel the charge you have queued and restart it.

    Also cooldown of any locked skills is higher than last patch, i casted firefly5x that last 1min and i still had cd while it faded. It happens with every skill even with locked heals, which with life spec have always had a realy short cd.
