Title: Soltown - Suspicious Character will not turn hostile
    Reproduction Rate: 100%
    Blocker?
Details: While doing the Find Jeanne's Necklace quest, I approach the Suspicious Characterin the graveyard in Soltown. Clicking on Stop (from the Outlander keyword) or Stop what you are doing does not make him hostile. I DO have the necklace quest.

Suspicious Character: You picked the wrong time to pay yer respects to the dead. Scurry along before you find yourself needing yer own grave.
Suspicious Character: Yeah, whatda ya want?

    Ast: Stop what you're doing
Suspicious Character: I'll be sure to visit your grave...

Suspicious Character: Yeah, whatda ya want?

    Ast: name
Suspicious Character: That ain't none of your business, outlander.

    Ast: outlander
Suspicious Character: Your kind should stop sticking yer nose where it don't belong and go back to where you came from.

    Ast: Stop what you're doing
Suspicious Character: I'll be sure to visit your grave...

Suspicious Character: Yeah, whatda ya want?

    Ast: job
Suspicious Character: It ain't none of your business what I'm doing here. Shove off!

    Ast: Stop what you're doing
Suspicious Character: I'll be sure to visit your grave...

Suspicious Character: Yeah, whatda ya want?

    Ast: outlander
Suspicious Character: Your kind should stop sticking yer nose where it don't belong and go back to where you came from.

    Ast: Stop what you're doing
Suspicious Character: I'll be sure to visit your grave...

Steps to Reproduce: Create new character. Finish tutorial area. Go to Soltown, take Jeanne's quest. Go to graveyard at night and say stop what you are doing, and see NPC does not turn hostile.

I know you looked at this before, if you have a chance, could you possibly look at the combat triggers for him on the Stop what you are doing line? They do not seem to be working. Is it possible the function that is supposed to trigger combat broke or is not functioning?

Also curious if anyone else can confirm this (or if it is just me).

@Jaesun That's weird. He should have attacked you with that "Stop what you're doing" response at the start. Can you tell me if this one a one-session thing or does it happen every time you go back to Soltown and provoke him?

It happens every time. In observing this guy, after I do say the stop response, he doesn’t engage in combat. He stands for a second then goes back to his schedule of walking around the graveyard.

I wonder if his walking schedule is causing him to not engage in combat? As in, it has a higher priority than the combat? Though he does pause for that 1 second. I JUST ran to Soltown and said the Stop response, again he did not go hostile.

I bought one more character slot so that I can just delete this character and quickly go through and check the beginning areas. Tried this several times.

@Sannio, this is an older issue, I'm pretty sure it's been reported in the past and I know I experienced it months ago (probably early summer releases).

    Like Bedawyn says.

This has been the case from (at least) the february release.
    It is constant and consistent.
    It happens every time.

Seen it mentioned in universal several times with older players simply telling new arrivals to attack themselves to resolve the quest.
