Title:Items in highvale (and other adventuring zones) should not be private property.
    Reproduction Rate:100%
    Blocker?
Details:These carrots in front of this spot are private property. They are abandoned and now owned by bandits. How is that private property?!
Steps to Reproduce: Got to the location specified, and check the carrots on the produce stand. Somehow they are private property despite obvious reasons otherwise.

As a note I suspect they inherited the private property tag from their parent NPC building object that is normally used as a vegetable stall.

they have previously made property in abandoned/looted towns private. just because the true owners have been chased off doesn't mean their stuff isn't theirs anymore.

This is correct. Specifically with Highvale, the fiction supported by NPCs is that people will be going back as soon as the fighting stops. (This is different than, say, Tenebris Harbor which is considered lost to the pirates that perpetually ransack it.)

That would make sense for some of the items in these ransacked-village scenes, but it's applied inconsistently. Why should a candle be stealable but not a carrot? And how is it logical when we're talking about produce stands (or baked goods, as I described last year) that are not present in the first version of the scene, but are in the later one? As in, between the Battle of Highvale and the regular Highvale, the bandits have set up new, nicely organized market stalls. Those carrots and bread rolls must belong to the bandits, because no one's been there to set up a market since, except the bandits.

My headcanon explanation is that the bandits aren't really bandits, they're rebels taking advantage of the elven-caused chaos to prepare a base for an insurrection, freeing South Paladis from the tyranny of the Norgaerd Empire. That's why they have their own baker. But still, consistency is a good thing. Carrots should not be qualitatively different from candles. Not to mention that just down the road in Bramble, which IS populated by law-abiding citizens, there's tons more produce that is takable and not marked private property despite being in town. Yeah, I know it's a little thing to obsess over, but it's the little things that add up.
