add a "re-sync" option for offline mode

    It appears that all rewards you have on your account when you Create an offline character get pulled in and are available at that time. However, reward programs rewards, etc going forward are never delivered to that character.

    I know offline means offline. But, it would be nice to have the option to reconnect and pull in new rewards periodically.

    This is one of the reasons I havent started an offline character yet - I want all my future add ons!
