    The Fizzle chance is +45% from Equipment so it is likely that the spell failed - yet the spell failing with "You hit nothing", as if Blink was an Attack spell that could hit something on success sounds strange.

    no, fizzle does not show in chat. that is not the same as casting it and it having no effect.
