Details:
There is no mention of change in the swift gathering mechanics in the R30 patch notes.
Previously it was a flat reduction in time that was additive with Gathering speed skill bonus.
It doesn't appear to follow that mechanic anymore.

There is also no mention that mining proficiency also affects gathering speed. However that also may be happening now.

At high levels True Bronze gives less than 30% gathering speed bonus.
At Low level True Bronze give more than 30% gathering speed bonus.
At low levels Heavy Iron Gives less than -40% gathering speed bonus.
At low levels Gold pickaxe gives less than 30% gathering speed bonus.



Steps to Reproduce:
Go To Owls Nest Mine with a collection of Picks, and Mine Copper and Iron ore nodes while measuring the time it takes per attempt.

HIGH LEVEL
Mining copper and Iron at Owl's Nest Mine.
100 Mining Proficiency, 100 Swift Gathering - Mining, 100 Meticulous Collection - Mining.
Producer level 67

True Bronze Pickaxe 94% chance 13 seconds.
Prosperity Pickaxe 93% chance 16 seconds.
Artisan Pickaxe 93 % chance 16 seconds.
Pickaxe 93% chance 16 seconds.

LOW LEVEL
10 Mining Proficiency, 1 Swift Gathering - Mining, 0 Meticulous Collection - Mining.
Producer level 14-15
True Bronze Pickaxe 63% chance 21 seconds.
Gold Pickaxe 59% chance 33 seconds
Prosperity Pickaxe 52 % chance 39 seconds.
Artisan Pickaxe 52 % chance 39 seconds.
Pickaxe 52% chance 39 seconds.
Heavy Iron Pickaxe 52% chance 46 seconds.
