[Known] Roaming encounter - Red Sash Bandits, empty chest

    Title: Roaming encounter - Red Sash Bandits, empty chest

    Blocker?
    Details: Should the Red Sash bandits be guarding an empty chest? Seems silly.

    User Specs:
    OS: Mac OS X 10.11.6
    CPU: Intel(R) Core(TM) i7-4770HQ CPU @ 2.20GHz (8) System RAM: 16384
    GPU: Intel Iris Pro OpenGL Engine GPU RAM: 1536
    SotA.EarlyAccess.OSX.64.495.Date.10.26.16
    Area: RandomEncounter_Plains01_Road/HumanRS_Tier2_HiddenVale
    Area Display Name: Plains Road Encounter
    Loc: (24.1, 35.9, -40.2)

    This was caused by a recent exploit fix where chests in most scenes had a timer added to them to avoid exploiters farming them rapidly. Writing a bug to fix this for this scene specifically, since roving encounters are designed to be rather quick encounters already.

    The encounter mechanism is awesome. Also not seeing any overland map performance issues on my mac. So far everything is pretty sweet.
