[Resolved] Steam Overlay (inc FPS counter) no longer working in R48?

Had a look through the known issues and searched the forums but couldnt find anything on this
I have noticed that the Steam overlay now no longer works with R48, unable to launch the overlay, unable to take Steam screenshots and the FPS counter doesn't appear.
I have tried both options when launching from steam (Play Shroud or Borderless FullScreen mode) and it makes no difference.

Obviously not a major issue but it is still working on all my other games and was working in R47

@Slegnor works fine for my steam on win 7 64 (fps-counter, screenshot, overlay)

Yes I know, my report is not about FPS counter on screen shots but the entire overlay not working for me.

I am currently getting nothing, no overlay, no onscreen FPS counter and using the steam screenshot shortcut doesn't work, so for whatever reason the overlay is not being loaded.
Overlay is enabled in steam options and as I said, it is working fine in other games and worked fine for me in R47 and previous releases.

So I have managed to get it working again by running Steam as Administrator, never had to before, so no idea what changed
