How does this work when a skill is set to 100% unlearn? Book of Unlearning only gives you 90%, right? Does it go full 100% during the upcoming great unlearning? Does it instantly do it instead of taking a whole bunch of uses?

    Yes.

That's a good question but I don't think it does.

It instantly reduces the skill to the minimum possible and puts the experience in your pool.

Yes, staff has done this several times already...You get back 100% of the XP you put in...As for how long it takes, I'm not sure. I was under the impression that it is an accelerated unlearning, but not instantaneous. I'm sure someone, who has experience with unlearning, can clear it up.

Performing any action at all, even unrelated, will reduce a skill set down by moving some of its XP to the free pool.

So you can set everything you want down, then stand in a bunch of T1 mobs (to add "take hit" actions) and spam instant spellbinder cast heal spells and stuff like that if you want to build up your pool before beginning your retraining.
