    Referring to this bug report (offline mode):

    I created a new online Character and did the quests. Online the same: no common cloak and love virtue dye pack.

    I just need to check on this: Did you get a quest from Kinsey to find missing scouts (e.g. Sigourney)? You might have actually found the scouts first without getting the quest but could still turn that quest in to Kinsey. You have to start or or finish that quest in order to be able to tell Kinsey the "gear" keyword to get the dyes and cloak pack.

    I did all quests and "gear" didn't work before the last patch.
    I just tried again and it works now :)

    Unfortunately, the keyword "gear" won't come up in keywords.
