    Title: Elysian Illumination not working as expected.

    Details: Elysian Illumination is not functioning as expected, when pre-cast and then attacking a mob the DoT effect is not applied to the attacked mob once they enter AoE range. Since the Illumination graphical effect moves with the character (rather than being stationary where it was cast) one would expect the DoT effect to also move with the character and behave like Immolation. Any enemy entering the AoE radius should be afflicted by the DoT effect and any friendly (party member or pet) that enters the radius should gain the HoT effect, upon leaving the AoE radius the DoT/HoT should eventually fall off. Staying within the AoE radius should allow the DoT/HoT to continually renew. The current behavior does not make any sense.
    Steps to Reproduce: Cast Elysian Illumination out of range of a Practice Target, move into melee range the DoT effect is not applied to the Practice Target.
