[Known] public vendors missing data

    Details: i've checked owl's head, kingsport, central brit, and ardoris. these public vendors always have something on them, and in the past that's been copied over from live. none of them have anything. player-owned vendors are fine.

    This is expected behavior at the moment. Expect it to change though on QA (it just hasn't yet.)
    I like how you caught that! I can understand the concern...luckily, it doesn't mean anything bad.
