It was my understanding that, years ago, there were foals available on the store. And those that purchased those foals would have them turned into rideable mounts if/when the mount system was implemented into SOTA. IS this still the case? Or do we have to fork over even more Coto's?
There will be a NPC where you can exchange the foal for a ridable mount. That NPC is not in-game yet.

Just going to clip this from the Update page so people know what their stretch goal foal gets them: I half expected to see all of the Overworld Maps to be full of people riding mounts.
Since I've collected a few, I'm going to keep a variety of new and old. Been waiting a long time for this. Thanks, Devs!!
I'm gonna have several myself, and already bit the bullet (I ain't rich) and bought one that I really like (after seeing it in game) . Besides the few "bugs" that they're workin' on feverously , they've done a splendid job on the mounts themselves. Hat's off to Catnip et/al for doing some great work !
Greetings all I agree with majoria70 I want to keep my original Foals since they were the stretch goal and unique. I have some full grown tamed horses that I will trade in to get a mount but I think I will keep the original foals. One question though are the domesticated foals and the mounts tradeable?
You trade in your stretch goal foal and you get back a rideable mount and a domesticated foal. It's "domesticated" so that it's different from the stretch goal item and you can't turn it in again.
Lol I love those videos. I was wishing for mounts to be able to also be versatile to stay in the world if we chose. Like a 'dismiss' option or a 'don't dismiss' option. I don't think we get to fully appreciate the very nice looking mounts that are being created for us if we can only view them when riding. I do hope others feel this way as well.
