    Title: Can't rotate New Player Handbook vertically
    Reproduction Rate: 100%
    Blocker? No.
    Details: Pressing the Start Glyph Combo hotkey while placing the New Player Handbook will not rotate it vertically.
    Steps to Reproduce: See "Details".
