Can't place Water lots in Mountain Template 01

Title: Mountain Template 01 is almost impossible to place water lots

Details: Trying to place Water lots even villages in City are almost impossible to place. Have had 3 experienced town owners try, and indicate they believe something is wrong.

I went in here and am trying to help him place and they have (I can place a Village Water Lot in the one place that should take a Water City. Which should be super easy. In the video you can see how small the actually allotted space is. I am continuing to try and place other lots around lake but adding this for ref.


Tried for a while more to place Village lots in each of the "city" slots around the lake and non had a glimmer of green. Something definitely wrong with lake here.
