Details: I have all five armor pieces, unable to turn in for the staff.
Steps to Reproduce: Go to Understorm, get all five armor pieces and go back to Isabel to complete the quest.

She says that she does not see enough order of truth armor in my inventory, but I have all five. The robe is +2, does that prevent her from seeing it? The robe also says cotton robe instead of just robe, does that prevent her from seeing it?

We already have a JIRA open on this and it'll be fixed shortly

 

The design is not that you turn in the armor (it's yours to keep/wear) but that the NPC needs to recognize you have it on you. That's the bug.
