Title: Soltown - Stan Clarke the Bard

Details:I am trying to wrap up all my old quests and clear my journal. I entered Soltown because I have a couple there (I think, I am really not a fan of the current system) and found that there is a blue sparkle listed as Stan Clarke so I found him and there wasn't a clear path for him to give me a quest until I typed "help"

This isn't a bug. "help" is a standard keyword for all NPCs that can be used to ask if they have any tasks waiting.

 

I didn't do a very good job of explaining but the "normal" pah of communication logic would include hints about the task and this NPC did not have that
