Is this per account or per character?
Could people basically buy their 10 character limit and take up 10 lots? ($10 per row deed)
Will we see a rush to take up lots between now and R55 in an attempt to get any and all "premium" lots reserved to sell to players in the future looking to place their own free lot deed?

Most likely it will be one deed per account. @DarkStarr could you confirm this?

I do not see there will be a rush to take up lots since this is a POT row lot deed, so you can't use it on NPC or PRT towns. Players can rush as long as the governor of that town allows, I guess. It is very unlikely that players will not have row lot to claim the house, but whether they get the lot on the POT that they like is another story.

He did say it would be one per account, so no getting additional deeds from extra slots or quest resets.

There are already being lots sold without the accompanying deeds in the marketplace, which is why I ask. I'm not a fan of the tactic, though I understand that it could be profitable if they find the right person. I just hope that more don't try that now that they know players will be trying to place their free lot deeds on a much larger scale.

If this is one per account though, then it's probably not worth the investment to the people who would try this tactic.

The players will have to really want to live in that Player Owner Town to pay for that. At this current rate, there are plenty of decent POTs that are wanting players to become their residents at no charge and not require to be guild members. So I wouldn't worry about not being able to claim a lot to increase amount of potential row lot deed owners. Keep in mind that they still have to finish the storyline first, so that's another delay bar there.

If some POT owners want to charge players to live in their town, their POTs must be something that really worth paying for. Otherwise, no one is gonna live there anyway.

It doesn't to start doing research and reach out to POT owner(s) to make arrangement, though.

Is there a mechanism in place for towns to charge lot owners now, or is it basically a "don't forget to pay me or I'll evict you" kind of system.

I don't live in a POT that charges anything now, but if I did, I'd want to be able to pay through the same system as the Novia lot taxes as opposed to having to manage a separate payment system.

Yes. POT Row Lot Deed story reward will be per account (so only once per account to prevent farming)

There is no mechanism to charge lot owners and/or citizens. Even "renting a room/home/place" is done purely by players.
What might be a good idea is, that town owners get 50%, 33%, 12% from the tax that need to be payed by the ones that own a taxable LOT. E.g. from the daily 500 gold tax for a row the town owner would get 60 gold (12%) per day. It is intended that they can buy things needed for town.
Another option might be that half of the tax can be controlled by the town owner per LOT. May set able from 0% - 200% for the this half. For a row LOT the taxes ranges then from 250 - 750 per day. That gives the town owner an option to lower taxes to get more players in or raises the tax to have more gold.

Best decision yet. Row house are great, my favourite is the crafted greenhouse one. A new or old player will now have a home in the game which will add to player retention and participation for sure.

I like this idea as well, maybe have it a percentage that can be set by the Town owner but it must be levied against all residents of the town equally when implemented. However, something would need to be done to balance this against NPC towns... except every npc town lot that I've examined has been held by a tax free deed. :p

Google the word "retroactive". That can probably explain the word better than me.

Greenhouse is nice but the stone prison kind of suits me.

I put a bucket in each cell because I'm nice.
