Details: When trying to finish the survey from the ecology researcher in an encounter, she will not respond. The blue flashy thing on the compass points to her, and she even mentions the survey when you talk to her, but she does not respond to any obvious keyword, and the flashy thing does not go away.

I'm having the same problem

 

I was able to turn in the Survey Ticket to the merchant in Brittany Estates

 

The problem isn't about finishing the quest, it's an NPC that is supposed to let you finish the quest, but is broken.
