[Known] NPC siege spawned lich instead of Cabalist

    Title: NPC siege spawned lich instead of Cabalist
    Reproduction Rate: 100%, all NPC towns, by several players.
    Blocker? no
    Details: at Novian Time 0300 10 Sept 558 PC (real 675796069 seconds PC), Dolus (deceit, 5.9% rotation) was between the heart (2.7%) and the hand (11.1%) rotation, placing him in Brookside. I cleared the Brookside siege. Instead of a Cabalist, a lich spawned. Since we have never seen liches in NPC town sieges, I want to verify this is a bug, not a new feature.
    Steps to Reproduce: Set your dev server clock to 1548954469 and go to the brookside siege

    I've had this happen before. A regular lich will spawn if the cosmos don't align to produce a Cabalist.

    Edit: But there are enough oddities to clarify if it's a bug or 'new feature'. Thanks!

    1. In an NPC town?
    2. The cosmos was aligned.
    3. I was allowed to re-enter the siege after killing the lich, and got another lich.

    Idd this is happening in NPC town sieges when according to a moondial a Cabalist is supposed to spawn.
