    Title: Still seeing mouse cursor toggle issues - can't use mouse when talking to NPCs sometimes
    Reproduction Rate: Very Often
    Blocker? Yes
    Details: cursor still gets locked when talking to an NPC - can't use TAB to toggle cursor mode
    Steps to Reproduce: Talk to NPCs using the non-GM client with TAB set for toggle cursor
    User Specs:
    OS: Windows 7 (6.1.0) 64bit
    CPU: Intel(R) Xeon(R) CPU W3550 @ 3.07GHz (8) System RAM: 24573
    GPU: NVIDIA GeForce GTX 670 GPU RAM: 1930
