'Garden Shed' and 'Stables' should get deco surfaces before any Castle walls and tall fences

    From Release 67 draft:
    'Garden Shed' and 'Stables' should gain the ability to be decorated too.
    'Garden Shed' and 'Stables' should get deco surfaces before any Castle walls and tall fences.
    Deco surfaces for 'Garden Shed' and 'Stables' were included in the Flexible Placement stretch goal that was unmet.
