Here are the (current 842) necklace and ring recipes:

Of note, you can only use 2 metal types(?)

There is now a Mold needed to make them (100 use, cost 50 ea, just like all other molds).

I'm ok with this change, somewhat. The old TWO coils or TWO sheets seemed WAY too excessive, just to make a ring or necklace. That 50 scrap seems a tad excessive. Not sure what metric they are looking at to come up with that number?

Also the actual material bonuses are still not in (as of 842).

I bet that there are new recipes for jewelry made from other metals. Recipes that will need to be found as loot.

I'm guessing that one ingot gives half the bonus that say one wire does.

    Probably.

These recipes suck. I thought they were working on improving crafting not making it worse. @Bzus why 1 ingot ? The current necklace recipe is 5 bindings thats 2.5 ingots .... reducing its material bonus to 1 ingot its ..just another NERF . Make gear better not worse.

The current ring recipe takes 4 ingots. I assume that they don't want to have that much material bonus for jewelry.

I assumed as much also ...all the stream talk about how theyre gonna make crafting better..and they keep adding junk to the craft system.... Im sure a 1 ingot necklace and ring will compete with the warlock chain and the 25+ int rings .

Have not tested yet. Need to test adding a jewel to them and then try an Alchemy and Blacksmith Masterwork and see what happens.

Had to go to work, so hopefully someone else can try?

    From the release notes,

    updated today:
    • Material Bonuses for Crafted Rings and Necklaces: Rings and necklaces can now be crafted out of metal materials and have bonuses based on the metal type. The existing ring and necklace recipes have been renamed to Metal Ring and Metal Necklace. Updated recipes for these items require less ingredients than previously. There are recipes for each item and material type. Recipes for metal, iron, bronze, gold and silver items can be purchased from Blacksmiths. Recipes for advanced metals can be found in supply bundles dropped from humanoid creatures.
For advanced metals, I assume that means white iron, Constantine, meteoric iron, & bronze (note, the "bronze" shown in the release notes is an error, it should be copper).

I was able to place a jewel on the new ring and to enchant it; however, I could not masterwork the new rings. I assume that not being able to masterwork is a bug. I did not test the necklaces.
