Replenishing Cycling Carnival Dye Box isn't working

I received a Replenishing Cycling Carnival Dye Box as a reward but it isn't working. When I double click the box the system message says "The item (Replenishing Cycling Carnival Dye Box) doesn't seem to be doing anything."

I believe it worked one time and I received five dyes but hasn't worked since then. Is this item broken?

You get the one time use of the box the first time you use them, then you can get more from them on the 1st of the following months: Jan/Feb/July/Nov/Dec.

You have to get them when they do replenish on the 1st. That’s how they work.
