Title: Solar Flare: Damage delay?

Details: There is a noticeable delay after using solar flare before the enemy mob takes damage, or at least when the damage 'ticks' show up on screen. I am scene master, so this shouldn't be a latency issue. Possibly nothing - just reporting to be sure not introducing some performance issue.
Steps to Reproduce: Use solar flare on mobs, observe the timing of the damage 'ticks' on screen.

The damage appears after the casting bar completed for one second. I think the animation is bugged as it is played before casting bar complete:

Ah - possible related - I also died while casting solar flare, and when I ressed at an ankh, my character is looping the animation:

Update- even more fun (IMHO) is the animation keeps playing after you move:
