These would come in various sizes ( 5k, 10k, 25k, 100k) and types (adventuring, crafting, both).

The lowest level ones could be sold to a small number of NPCs.

Their use counts towards attenuation (e.g. would not violate the experience per hour limit).

They a rare drops and would be trade-able.

They could also be combinable at a cost. e.g. 5x 25k ones could be combined into a 100k Elixir.

One benefit for such an item would be as a daily reward on QA. These would be an item that legitimately exists on the production server with a designed purpose that could also be freely handed out on QA so new/higher level skills could easily be tested.

having experience item, whichever the nature of it, people will call it pay to win more than ever
If its for an incentive on qa or to get better exp or skill reroll there alot more easier solution than that and we named a few on discord yesterday.
(A Special npc that pop only on QA, or use the chest in fishing experidition to spawn a ton of item (unlearn scroll and new items to test)) etc

If it is a drop, how can it ever be pay2win?

P2W is a term used when you can pay the game developpers to gain an advantage over others, thus win more easily, this is often seen in games that sell UBER gear, or more prominently these days in "Gacha" games on mobile, where you can put money to get a chance at rarer characters.

If this suggestion is for a new drop, more specifically for QA, people who would complain about P2W would clearly not know what P2W is at all, and would simply be a sheep joining in on a group because they can...

An unlimited version would of been a great substitute for the custom duke head pledge reward...

I know what is the term p2w, im just saying people will call it pay to win anyway.
Where do i get this idea? Im playing a game portal since 9 years which hold over 100k+ games for mobile and know what the population call pay to win and how they can ditch a game pretty fast for stupid items like this. Saw this many times already.

Keep the game purely esthetic and everyone should play the same line. If someone can have an advantage over another its really bad. Espetially with trading exp potion. No one can stop you from cumulating them and selling it once u get a full load.

You can give yourself all the exp you want offline already

If it is Bind on Pickup, then OK. sell only to NPC vendors, OK. Sell to other players, ummm i dunno. Just make it self limiting is all I would ask. Maybe get one per 24 hour time period. Perhaps you luck out TODAY and get the 100k xp boost potion, perhaps you get the 1k variation, then totally cool. Problem would begin with if it were to be freely sellable on your vendor and farmable. Then the bots would just ATTACK and it would be better than UT farm *cries in a corner* (I hate UT farming).
