Solace Bridge Outskirts - Captain Kinsey not giving report quest item to players (Issue 65838)

I just wanted to post that this quest bug is still present (I just checked). If you happen to be a new player and are having a problem turning in this quest, go back to Kinsey and click or say report. She will give you the report. You can now talk to Stanley in Soltown and finish handing him the report task. This will solve the issue for now until it is fixed.

Details: When finishing the main quest for the solace bridge outskirts (the scouts fates, and the ebon dawn ritual master), she gives you the task to go give a report to Stanley in Soltown but does not give you the report. Also of note, the text in the dialogue window never says she gives you the report.

Steps to Reproduce: Create new character, finish tutorial, go to solace bridge outskirts. Find scouts, get ebon dawn ritual master task. Kill.... you know who... speak to Kinsey. Turn in scouts fate and ebon dawn ritual master tasks. She tasks you with giving a report to stanley but never gives you the report.

Note she says she has given me a report, see my inventory, no report. Also in the dialogue box, there's no message stating she gave me the report.

 

I did this just two days ago and she gave me the report! How odd. Quick question Anpu, if you tell her fates of the scouts and then offer help again, is that when she asks you to do the Ebon Dawn thing? Only I killed you know who while doing the scouts task so both were handed in at once, so I never was sure if she would have given it to me.

 

I never have tried that sequence before. I just always get the ebon dawn task from the scout. Might hop onto QA and see how it goes.

 

Ok did the following (from a quest reset): Enter Solace Bridge Outskirts, Speak to Guard by the water, get sent to kinsey. Speak to Kinsey, ask help, got task for heirlooms. Run to where the missing guard is:

So she does not (at this exact sequence point) give you the ebon dawn task. Which does make sense, because you do not know specifically about the Ritual Master(s) yet and what they summon. Sigourney does know about that though, so you need to go back and ask her for more info. Going back to Sigourney does give you the kill the ebon dawn ritual master task (just fyi).

So the final step, to complete the Solace Bride Outskirts (the Ebon Dawn Ritual Master task) is only given from Sigourney. Which makes sense. As only she knows what is actually going on with the Ebon Dawn Ritual Masters.

I did check and killing you know who and going back to kinsey completed the ebon dawn ritual master task. Asking for help then gave me the nest step, give report to Stanley. And no, she did not hand me the report.
