Pickpocket skill cannot be leveled.

Title: Pickpocket skill cannot be leveled.

Details: Start a new character. You cannot use Pick Pocket skill since it always says "Invalid target: PVP is not enable for your character ("Show Open PVP Confirmation" is disabled)
Steps to Reproduce:
1. Start a new character.
2. Level "Silent Movement" to level 40
3. Get "Pick Pocket" skill, place it on the utility hotbar.
4. In Option->Multiplayer make sure "Show PVP Zone Confimation" is enabled.
5. Use Oracle to flag yourself as PVP, or enter PVP area (shard fall, pvp basements, etc), or start a duel.
6. Select a target PVP player to pick pocket, and get in range.
7. Pick Pocker skill in the utlity hot bat will not light up. Clicking on it will result in error message.

Since ransom are disabled even pickpocket is disabled, not sure if intended or not.
