[No Response] Rain Causing FPS drops

    Title: Rain weather effect
    Reproduction Rate: Anywhere and any time it rains.
    Blocker?
    Details: Rain weather effects appear to casue a fps drop the past week that require a game restart to correct.
    Steps to Reproduce:

    I've noticed with already existing lag issues rain does make it worse

    @Feroseshah1984 If you reload the game client, and resume where you left off - with the rainy weather still happening - does the issue go away? What is the FPS difference? You can toggle the debug bar with the slash command /debug

    Looking for more detail in how to reproduce this -- for example, login and click 'resume' to a POT or Adventure scene .. then travel to the Overworld, and enter an Adventure Scene with rain - and the FPS drops dramatically?
