[Fix Needs Testing 70308] NPC-POT Deco Moon Tower SFX not attached to volume sliders

    Title: NPC-POT Deco Moon Tower SFX not attached to volume sliders
    Reproduction Rate: 100%
    Blocker?No - but annoying...
    Details: When first entering a POT with a moon tower placed, the static/crackling from the moon tower is very loud, even when all volume sliders are set to zero.
    Steps to Reproduce: Use a POT and set up a moon tower, set volume sliders to zero (or any low level) then leave and enter the town to hear the loud sound effect.

    Also the sound is possibly set to 2D(?), so it then will be heard in the entire scene.

    this IS attached to sliders once the scene is fully loaded, it's just inappropriately playing during load-in.

    Title: SFX plays with master volume at 0
    Reproduction Rate: 1/1
    Blocker?No, luckily I was on mute for my conference call
    Details: I turned my master volume slider all the way down to 0 and I still heard SFX loading into a scene. The SFX start ~ 69% load screen
    Steps to Reproduce: Turned my master volume slider to 0 in Hidden Vale near Owl's Head - then I teleport to friend'd Alley Oop to go fish while on a boring conference call - while loading into Falling Waters Fortress, and static/electric type of tesla coil SFX played for a 3-4 seconds - I think maybe it's a moon tower - once the scene finished loading, everything was silent as expected.

    This is not fully fixed - the SFX triggers on the load screen when loading into the scene, however the range is much less than it was previously.

    Got my headset on and volume at roof and i dont hear the sound of the tower until the scene is fully loaded and i can see things. I'll need more info on this, maybe it got fixed since that time?

    Tryed grusk too and couldnt hear it hmm weird. I tryed Tazar pot at first and didnt hear it too
