Make non-merchant POT NPCs into Conversationalists

    These are pretty much filler right now. No real game function, stuck in one spot, only the barest of 'bark' dialog.

    So add the conversationalist scripting capability to them. Let any POT steward apply the scripts. It'd be tempting to make this another revenue source by adding a new category to the store. However, there's an advantage in making it retroactive to existing NPCs:

    All of the sudden, you've got another way of bringing the game to life, with little effort on the part of the devs. And, a source of inspiration or actual code that can be borrowed and applied to NPC town characters who, while they wander around, are largely just as brain-dead and boring as the POT NPCs. Run contests for the best scripts with titles and/or prizes - yet another way to get the players to build the game.

    Soooo many player-made quests could be made with this added to all npc's. They don't need to milk us anymore, this should be added to all npc's, like squires, and other 'dumb' npc's.
