[As Designed] Attunement Shrines not resizable anymore

    1. Title: Attunement Shrines not resizable
    2. Reproducible? Yes
    3. Blocker? Nope
    4. Details: Before sota.win.64.1345.date.02.10.21 it was possible to resize the attunment shrines +-20% but we can't anymore.
    5. Steps to Reproduce: Resize a shrine
    6. User Spec: not relevent

    • Disabled Shrine size scaling. Enlarged buff fields for each Shrine and recentered so rotating Shrines does not affect availability of buff field. (This was reported on stream as Shrines didn’t work if facing West)
