    Title: NPC bark dialogue can sometimes stop working

    Details: Right now I am standing in Owls Head at the Lower Merchant Row, and none of the NPC's here are saying any Bark Dialogues at all.
    Steps to Reproduce:
    User Specs:

    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8079

    After several hours of testing various things (in other areas, like Solace Bridge Outskirts and wondering if this was some scene master issue, and it wasn't), the only thing I could possibly tie this too is some kind of bad scene creation? That was the one common element in Owls Head (this one player was in the scene all day) that I could observe 100%. They possibly created a bad instance and then the NPC's were no longer doing any bark dialogue?

    I don't know if there's any other information I can provide, or if you can't do anything about that (engine limitation, Unity bug etc...). But I did want to report it in case you might be able to look into it. Just let me know if I could share anything else?

    As of today 5/3/2021 that player is STILL logged into Owls Head and the NPC's are still not saying any bark dialogue.
