[Fixed 69726] First time speaking to Bancroft says hello again

    Details: With anew crated character, the first time you speak to Bancroft he says:

    [9:21 PM] Hello again, outlander! If you are being too heavy from items and are finished here in Solace Bridge Outskirts, find the banker in Soltown. Look for SLT-3113, which is an automaton person and operates as a bank.
    [9:22 PM] Ast: Goodbye
    [9:22 PM] Bancroft: Tell everyone about Bancroft the blacksmith!
    And then gives us the Visit Banker in Soltown quest.

    I'm thinking this is supposed to be set for when the player speaks to them a second time? But it's current the first thing he says to a new player.

    Steps to Reproduce: Create a new character, Enter Solace Bridge Outskirts, speak to Bancroft.
