[As Designed] Gladstone has waving blue sparkle but does not yet have a quest to give

    With a new created character, entering into The Outlaws' Run, Gladstone has the waving blue sparkle emote showing he has a quest available. Except he doesn't yet. I believe this quest can only be given once you do the other quests in here first(?)

    Gladstone checks your local "renown" quest flag score, which gets increased each time you complete a local quest. If your score tells him you've done at least one other quest in The Outlaws' Run, he'll give you the quest to find Miloslava. I guess the blue sparkle/waving hands gimmick doesn't recognize the "check if N value" logic and waves prematurely. Making such a change would require new tech, which I'm not sure we have the time for. I think instead I'll add in an extra statement along the lines of "go help the others first, then come back and check with me" as a hint that he'll have a quest for you later on.
