[Fix Needs Testing 69778] Unable to Place Cloaks on Wall Sections

    1. Title: Unable to Place Cloaks on Wall Sections
    2. Reproducible? Yes
    3. Blocker? No
    4. Details: Unable to hang a Cloak on a Wooden Wall or Shogun Paper and Wood Wall Room Divider. Previously they were able to be hung with no issues, but no longer. Even if you take one that is currently on the Wall Sections and try to replace it, it will no longer place. I have found that only Arabella's Cloak does not have this issue.
    5. Steps to Reproduce: Attempt to hang a Cloak on Crafted Wooden Wall or Shogun Paper and Wood Room Dividers (no idea if this Bug applies to Store Bought Ornate Sections). You will receive the Red "X" on the Cursor. This also applies to ones that have previously hung on these sections. Remove a Hanging Cloak and put it in your Pack. You are then prevented from rehanging the Cloak where it had previously hung.
    6. Loction: In Basement Entrance : (-143.271, 92.998, 354.199) - Arx Draconis
    7. Location Within Basement: (24.696,4.937,-16.538)
    8. System: OS: Windows 10, 64bit CPU Intel i5-4670k CPU @3.4GHz (4), RAM 32710, GPU AMD Radeon R9 200- 3052GPU RAM, SotA.Win.64.1454.Date.10.1.21

    verified. i went through my cloaks bag trying to hang them on an ornate shugun room divider and on a crafted wooden wall. the only cloaks i have that WOULD hang were

    heraldry cloak
    spider legs cloak (not really a cloak)
    viking guard cloak
