[Fixed 69669] ConeOfCold combo incomplete

    1. Title: ConeOfCold combo... sort of exists?
    2. Reproducible? Yes
    3. Blocker? No
    4. Details: Glyph combo exists but does nothing
    5. Steps to Reproduce: Combo Ice Arrow and Solar Flare
    6. User Specs: RAM: 32GB , CPU: Ryzen 5800X, GPU: GTX 1070 Ti, and OS: Windows 10 Pro 21H1)
    Combo produces the graphical effect of the unicorns' Rainbow Attack, but makes no sound and does no damage. Combo description is "Fix me"

    a new one! this looks like it's in progress. perhaps it should not have gone into the live build yet, but i'm not gonna categorize something they're clearly in the midst of making as bugged. marking patch pending for now.
