Heritage Item for sale on vendor. Bug ? Exploit ?

    Before I post a bug report, could someone explain to me how "Heritage" Items (marked as not tradeable) can be listed For Sale on a vendor ?

    You can right click on most/all heritage items and pay COTOs to package them for trade. Sort of like a sales taxes. But, not.
