    Title: New Users Cannot Post to the Bug Forum

    Details: This is a conversation that was had in Discord, so it may already have a JIRA or be solved on the backend, etc., but to be safe rather than sorry I decided to post it here. New accounts are unable to post bugs in the bug discord. A new user recently had this problem, being prompted with the $1 purchase requirement and thus being unable to post. I created a new account to try to do the same, and was also unable to post. I tried posting a new topic, and tried to respond to an existing bug report, and both were unsuccessful on a new account. I do not know if an account created through Steam has similar problems.
    Steps to Reproduce: Create a new account, attempt to create or reply to a bug report.
