    Title: Port Harmony - this Distracted visitor seems to not participate in visitor quest
    Reproduction Rate: 2/2
    Blocker? no
    Details: I already have the visitor quest from minister Webb, and have completed this daily quest a couple of times. If I talk to this visitor but when before I have talked to four other visitors...she acts as if she is not participating in the quest and does not give me the option to tell her how wonderful port harmony is!

    On live release 114 (SotA.Win.64.1659.Date.05.24.23), she still does not engage in the distracted visitor quest...(it's the same female NPC that I reported above at approximate location -9.946, 134.427, -88.354) .
