[Quest Spoiler Alert] Need develeoper to answer if new quest is in game yet

Greetings,

I need a developer to answer if new quest is in game yet so I can stop wasting my time if it is not.

The quest is to meet Mia Liang Tan at the Tower of the Shuttered Eye on the night of the new moon.

I have been unable to find him, and unable to determine the phase of the moon.

Hello Cosmicvoyager,

I have never done this quest, but I believe this note from the R12 Known Issues is about that:
"The Tower of the Shuttered Eye is now in-game, however the storyline quest that it is designed for is currently not implemented. If you find yourself waiting to meet a certain minister in a tower by the new moon, you will need to wait a bit longer."
