Reapers! Oh and this is an odd request, what about Dragons? I'm having a feeling that a dragon might not be easy to kill slay.

History teaches us that humans make the most fearful and memorable monsters.

    Uncommon Monsters?...
I'm not sure which would make the better monster o_O... the platypus or if this person talks this way in real life
But I am certain that one of them would make a really really really great monster :D
The difference between Irritating and Entertaining is a matter how how long you have to tolerate them for
Though this  may not seem relevant, if there were enough people or creatures that did no harm, yet were so cute you wanted to kill them, then such a critter would be a test of a one's virtues to tolerate spending much time around them.

    To Clarify... o_O
If there were creatures that were "chaotically good" that were so irritating for anyone to be around, then wouldn't such a creature be "cute to one player, yet be so irritatingly too good for another to allow them to live?"

What Exactly is Scary to You? o_O...
What is scary to some players, may not be as scary to others. We have all seen so many monsters that monsters don't scare us anymore... I believe in a small way, this deals with balance, where there is not enough evil in the world, because all monsters are so not scary and seen as little more than animals. Monsters do not scare us, because there is no counter balancing world of good little irritating munchkins. Such a place where these things could live, would feel very irritating to most of the Muy Macho of our players, yet to a child playing in the game, such irritating funny creatures would be loads of fun to play with... or play around.

For players that wish to stomp on any flowers, or wishing to urinate on anyone's parade, such creatures could prove to be a very "good" place or creature to entertain their more evil wishes for hunting... some of those "good" creatures, could also be very surprisingly tough to kill...

To have a very evil "evil", there must also be a very good "good", or nothing really seems evil or good at all... because a monster is a monster to most players, because we have all killed so many of them.
So, What is Actually Scary? o_O

There are many monsters among the already known ones that would be great to have, but surely wouldn't all fit in while utilizing completely new ideas, too.

So, instead of specific monsters, I thought about thinking in monster types. Let devs come up with ideas for new types of monsters with all unique behaviour.
Like, the Gazer would be great as eyeballs floating independant of the main eye and each having a specific spell to cast (just as the manual of Ultima IX promised). Then an enemy that moves underground and comes up next to the player. And an enemy that is a sparkling and possesses your weapon, making yourself keep constantly hitting yourself until you unequip. An enemy that appears out of camera angle, but close to you, so when the camera moves, you suddenly see it's there. Anything new and fun.

What about pit monsters? Like The Empire Strikes back. The Pit of Carkoon ... the almighty sarlacc. I don't know how those get born or how they come out of the ground like that, and they don't really move or do anything but let people fall into them. However they would be interesting to throw people inside them. Just don't get too close.

Nah... how about rather having living earth. Sand or mud that is actually alive and tries to root you and suck you under. They can look like normal ground but if you get too close or walk over it you get stuck and begin to sink into it and ultimately suffocate to death if you get brought under (regardless of hit points). They could function similarly to the slime in that it breaks into separate monsters sometimes when you use weapons to hit it, but fire or electricity can harm it best.

It may be wise to look at past creatures that are staples of the Ultima lore (ala the Gazer mentioned previously), and then consider what would sendibly persist into a "new Britannia" so to speak if not logically, but in a sort of "spiritual" way. Gazers, maybe even a Silver Serpent analogue or homage.

I'd say Trolls in one of their past Ultima incarnations would work. Mongbats of course would be sensible and familiar. As sensible and familiar as a winged monkey can be, at least :)

Gremlins too would work. Headless as well.
