    That is very interesting. I have always thought that law enforcement should go after the companies who pay/reward spammers with the same level of intolerance as the spammers themselves. If companies got fined for every spam created on their behalf, that would probably end most spamming for good.

    That would depend if its a crime, police should be investigating crimes. Not protecting businesses from annoyances

    Law enforcement and the FBI do get involved. However local law enforcement is rarely equiped to actually locate and catch these people (since it can be across states and country borders). The FBI gets a lot of these complaints and usually just focuses on larger companies with protected infrastructures like power and transportation companies.

    I am sure the DDOS was reported, but forum spamming probably wouldnt be seen as serious. There are US laws related to spamming with fines, but you have to find them and they have to be in the US. Actually tracking a PERSON down can be pretty difficult without government or court assistance.

    Problem is that most such companies who pay for such services doesn't know or understand the practice. (or in the case of India the legislative system is broken) Instead they pay for a higher search placement, or X number of clickthroughs or something else of a similar generic nature.
    It's like paying to get more facebook likes or youtube views where they make you think that you are paying for advertising to attract real likes or real views when instead you get the likes/view version of gold farmers.

    The beauty of going after the businesses is that they are easy to find. Further, when they are being prosecuted they can plea in exchange for the contacts of the company or individuals that are committing the crime. Moreover, if businesses are liable, they will go out of their way to make sure not to hire a company that violates the laws. Finally, this tactic means that law enforcement does not have to go directly after spammers, but instead takes away the customers which is awesome.

    Yes I can see why that would be attractive, but that then becomes going after the victim of the scam instead of the scammer. Something which is frowned upon in most legislation. Burden of proof/intent and all of that.
    It would be like making it criminal to be scammed by a nigerian prince.
