Where do I get these "player events, known issues" and etc books?`

I'm around level 70 and I have never figured out where to get these? I keep seeing them in peoples videos but they never say how they got them? Was I supposed to start with them?

 

It's normally in your inventory - at the top when you open it with "I".

Yeah I don't think I've ever had these or perhaps I sold them by accident using the shift key as a noob back before they made a lot of important items unsellable & undestroyable. Is there any way to get them again?

 

If I remember I could check if these can be traded, if so I will put up some for 5g each on the Cheap Stuff vendor in Soltown, outside the pallisade behind the Town Crier. I will put a set in the Public Chest there as well.
Since I imagine that you cannot be the only one who lost those along the way.
I run tests with deleting and running alts through the start anyway so I could get a set copy relatively easily.
