I added these inside PaxLair, turn right to the castle lot. Had to remove the Guard Tower and the Globe Tower to make NPC building room.

Currently all of them are up in Rift's End at the end of the main road. (We are tied to Blood Bay now).

 

Whyte Roc is located near the Etceter Crag Foothills and Mine and has two devotionals.

As you enter, just run to the foot of the dock:

The one to the right is Sacrifice. 1.5 Combat Health Regen per second. The buff lasts 10 hours (and five carpentry)

The one to the left is Honor: 1.5 Combat Focus Regen per second. The buff lasts 10 hours (and five agriculture)



Once done, just go back onto the dock and take the boat. If you wish to venture further into the city, just pass through the main gate and you will find a top of the line crafters pavilion with all of the merchants available to assist. If not, it is easy enough to turn around and head out. The banker is right there at the dock and if it is your first trip, talk to the town crier and pick-up an easy 100gp.

We currently have all 11 Devotionals placed, and they are directly in front of you as you enter the POT.

 

@Duke Gréagóir, can you edit your OP with the information collected in this thread? In other words, can you maintain a list of towns and what devotionals they have?

It will be interesting to see what happens with the Metropolis that have all of the devotionals. You should be under constant siege.

Shadow's Rest now has Sacrifice and Honor. Down to two for siege management.

 

I had all the devotionals out in Dragomir but due to the fact I could not get in or out without a constant siege I have removed them until I know more about how to manage that. Hopefully Dragomir will be able to have 2 or 3 at a time and that the sieges will not be too often for I do not want to discourage residents from moving in and living here.

Astrum: until NBM is back (they had maxed the blessings) I will keep the following 2, but only on minimal level (only 1 lot...):

Honour, Courage, Love and Truth. Due to size of the town, all the buffs are maxed.

The town is located on Spindrift Island just east of Brittany.

 

Confirmed with testing on getting from level 1 to level 2.

To get from +1 (level 1) to +1.3 (level 2) you need to have 10 lots in use. In our test there were 7 unique owners with two of them owning 2 properties or more.
I don't know what is the minimum lots and owners you need to get from level 2 to level 3 (max level).

 

20 lots for max level. Unique players doesn't matter.
