    You're going to want to keep an eye on the patch notes for things like this.

    As of R39 (Feb 23rd):

    Known Issues:
    ...
    • Lot Deeds cannot be purchased in Offline Mode
    ...

    From the main website page, hover over "Updates", then click on the bottom item "Patch Notes".
    The notes posted here will start with the major update on the last Thursday of each month, and subsequent patches will be added. So an easy search of that page for "deed" will locate your answers right away.

    The next update for this item will most likely be on March 30th, when R40 is published.
