[Known] Utility bar has incorrect keys indicated in combat mode

    Steps to Reproduce: Use a UK keyboard
    User Specs:
    OS: Linux 4.9 Fedora 24 64bit
    CPU: Intel(R) Core(TM) i5-6500 CPU @ 3.20GHz (4) System RAM: 32100
    GPU: GeForce GTX 1060 6GB/PCIe/SSE2 GPU RAM: 6144
    SotA.EarlyAccess.Linux.64.572.Date.03.10.17
    Area: POT_forest_metropolis_02_template/Virtue Oasis
    Area Display Name: Virtue Oasis
    Loc: (152.4, 36.2, -122.2)

    There is something screwy in a way, because although it knows my # key (next to the return key for us brits) is # if I use it in text, if you assign it to a key it comes up as ' which is actually the next key over.. this is a problem I was going to report but its all one thing, its because it thinks we are using a US keyboard when it comes to doing the settings. Below I set swap deck to # ... that dont look like a # to me! ( I move swap deck cos I swear Im gonna lose it if I accidentally hit x instead of attack 1 more time)

    I did some research and it seems Unity does not offer an API for detecting keyboard layouts so it may be quite difficult to solve this if they insist on showing the shifted character, however I was fine when both bars just having 1 to 0 on them.

    A solution to this would be showing SHIFT+1, etc. since keyboards from all around the world are going to have different symbols, but the SHIFT+number should be consistent. I've made that suggestion to the programmers. We'll see what they decide. Thanks, everyone! (#43177)
