[Known] Music Slider, lowest 20% of bar not working...

I have resorted to turning my music completely off at this point (I know, tragic). But the issue is that at a certain point (before the lowest setting) the slider does not make it play any softer (quieter). This means that in order to hear ambient sounds OVER the music, I have to wreck my ear drums. It's easily reproducible by turning off all sounds except music. Then slowly, tick by tick, send the music volume down until it's about 10-20% away from the bottom. All music will stop, instead of getting any softer, thus making it unable to achieve a sensible balance for my ears. Now I know this might not be a problem for everyone, but the bar seems to be non-functioning, therefor a bug.

I would love to keep the music on 100% of the time because I think it's very well done and enjoy hearing it, but not above the ambiance and certainly not if it makes spells sounds blow out my eardrums!
