    I'm not sure if its the same issue but here is the bug I also encounter :

    steps to Reproduce: Raymond(Get the quest) -> Harry(Interrogate him) -> Raymond(Harry was the instigator) -> Get XP and Gold -> Bug here : Talk to Martin about red cloth => new journal entry: ask Harry about red cloth => can't ask him any longer so the task stays in the journal forever

    Yes, right now there isn't a way to clear quests, including journal entries getting stuck of various types.
    It was mentioned in the telethon that there will be a story wipe down the road. I don't have any other details that I can provide at this time.
    I'm sorry, the bug is not fixed, but we are aware.
